What Is Eco Tower One Ulaanbaatar? Mongolia’s Tallest 243m Tower and the Arrival of Conrad—Explained with On-Site Photos

How Will Eco Tower One Transform Ulaanbaatar?

Walking through central Ulaanbaatar, it is difficult to miss the enormous skyscraper currently under construction.

This building is Eco Tower One.

According to publicly available plans, the tower will rise 243 meters and have 55 floors. Once completed, it is expected to become the tallest building in Mongolia and a new landmark that will significantly reshape Ulaanbaatar’s skyline.

In this article, I examine the Eco Tower One project—including its hotel, residences, offices and retail facilities—based on official information available as of September 2026 and photographs I personally took in Ulaanbaatar.

I will also clearly identify the details that have not yet been officially disclosed.


Key Facts About Eco Tower One

Eco Tower One is a mixed-use skyscraper currently under construction in central Ulaanbaatar.

The main confirmed project details are as follows:

  • Height: 243 meters

  • Floors: 55

  • Gross floor area: Approximately 127,138 m²

  • Developer: Eco Construction LLC

  • Architect and project designer: Aedas

  • Planned uses: Luxury residences, serviced apartments, a five-star hotel, Grade A offices and high-end retail facilities

An earlier version of this article stated that the building would be approximately 243–246 meters tall. However, currently available Aedas-related project information lists the height as 243 meters, so this article uses that figure consistently.

It is also important to clarify the 2028 date.

The year 2028 has been announced as the scheduled opening year of Conrad Ulaanbaatar, the hotel that will occupy part of Eco Tower One. It should not automatically be treated as the confirmed completion or handover date for the entire building.

The official completion schedule for the whole development still requires further confirmation.


A Design Inspired by Mongolia’s Nature and Culture

According to Aedas, the architect behind Eco Tower One, the project is intended to be more than simply a competition for height.

The tower uses a pinwheel-like floor plan designed to provide wide views of the surrounding mountains.

Four vertical recessed sections run along the exterior. These give the building greater depth while also helping to create natural airflow around the structure.

The building’s exterior form was refined through wind-tunnel testing, taking into account Ulaanbaatar’s strong winds and the structural stability required for such a tall building.

The flowing curves extending from the upper section toward the base are said to express the movement of traditional Mongolian dance through contemporary architecture.

The completion renderings show a very distinctive building. Behind that unusual form appears to be an effort to incorporate Mongolia’s natural environment and cultural identity into a modern skyscraper.


A Combination of Hotel, Residential, Office and Retail Space

Eco Tower One is not simply a high-rise office building.

The following uses are planned within the tower:

  • Luxury residences

  • Serviced apartments

  • A five-star hotel

  • Grade A offices

  • High-end retail facilities

By combining places to live, work, stay and shop inside a single skyscraper, Eco Tower One is designed to function almost like a vertically integrated city.

However, apart from the hotel section, the precise floor allocations for the residences, offices and retail facilities had not been publicly disclosed as of September 2026.


Conrad Ulaanbaatar Will Occupy Floors 25–39

The most detailed official announcement regarding Eco Tower One concerns Conrad Hotels & Resorts, Hilton’s luxury hotel brand.

Conrad Ulaanbaatar is scheduled to open in 2028 as the first Conrad-branded hotel in Mongolia.

The currently announced details include:

  • Floors: Levels 25–39

  • Hotel gross floor area: Approximately 41,400 m²

  • Guest rooms and suites: 227

  • Sky lobby: Level 37

  • Dining venues: Four

  • Meeting and event space: Approximately 1,800 m²

  • Other planned facilities: Indoor swimming pool, spa and banquet facilities

The sky lobby on the 37th floor is planned to offer views across Ulaanbaatar and the surrounding mountains.

Banquet facilities and restaurants are also planned for the lower levels of the development.

It is important to note that the hotel planned for Eco Tower One is Conrad Ulaanbaatar.

The Sheraton project announced in Ulaanbaatar is a separate development and is not part of Eco Tower One.


What Interests Me Most Is the Space Above Conrad

The part of Eco Tower One that interests me most is the residential space that may be located above Conrad Ulaanbaatar.

Aedas lists both luxury residences and serviced apartments among the planned uses of the building.

Because the hotel will occupy floors 25–39, it is reasonable to consider the possibility that luxury residences could be located on or above the 40th floor. However, this remains partly an inference based on the currently available information.

At present, the following details have not been publicly disclosed:

  • The floor on which the residential section will begin

  • The division between serviced apartments and privately owned residences

  • Unit layouts and floor areas

  • Sale prices and prices per square meter

  • Management and maintenance fees

  • Whether the residences will be offered for sale to the general public

It would therefore be inaccurate to state that all floors above Level 40 will contain privately owned residences.


Luxury Residences in Ulaanbaatar Already Exceed ¥200 Million

Official residential prices for Eco Tower One have not yet been confirmed.

For comparison, I examined current asking prices for properties at Shangri-La Residence, one of the best-known luxury residential developments in central Ulaanbaatar.

Among the listings I found:

  • An 84 m² residence was advertised for approximately ¥116 million

  • A 151 m² residence was advertised for approximately ¥228–233 million

These are asking prices shown in property advertisements, not confirmed final transaction prices.

Nevertheless, they demonstrate that the asking price of a luxury residence in central Ulaanbaatar can already exceed ¥200 million.


Could a 150 m² Residence at the Top of Eco Tower One Cost ¥800 Million?

The following is my personal estimate, not official sales information.

If a residence of approximately 150 m² is offered near the top of Eco Tower One, I believe it is possible that the asking price could be around ¥800 million.

That would be equivalent to approximately ¥5.33 million per square meter.

Compared with the current asking price of a 151 m² residence at Shangri-La Residence, this would be an extremely high valuation—approximately 3.5 times higher.

It is admittedly an aggressive estimate.

However, a very different pricing level may be possible if several exceptional characteristics come together:

  • A location in central Ulaanbaatar

  • A building planned to become Mongolia’s tallest

  • The possibility of living above Conrad Ulaanbaatar

  • Panoramic views from the upper floors

  • A limited number of highly exclusive residences

These characteristics could place the property in a different category from an ordinary luxury apartment.

However, it has not yet been confirmed whether Eco Tower One’s residences will be offered for public sale, and no official prices have been announced.

The ¥800 million estimate is solely the author’s projection, based on surrounding asking prices and the potential scarcity value of the development.


The Units I Would Watch If Public Sales Begin

I am not only interested in the large penthouses on the highest floors.

If relatively compact residences are placed around floors 40–45 and offered for public sale, these units could also be particularly interesting.

They might provide the exclusivity of Eco Tower One and high-floor views without requiring buyers to pay the price of a top-floor penthouse.

Of course, a luxury property is not guaranteed to increase in value simply because it is expensive or located in a landmark building.

Before considering an investment, it would be necessary to examine:

  • The actual sale price

  • Price per square meter

  • Management and maintenance fees

  • Rental demand

  • Vacancy rates

  • Ongoing ownership costs

  • The future resale market


A Building That Symbolizes Ulaanbaatar’s Transformation

Walking through Ulaanbaatar today, I can strongly feel the pace of construction.

Apartments, hotels, shopping facilities and offices are being built throughout the city. Even after being away for only six months, I sometimes notice that parts of the city already look different.

Eco Tower One is one of the buildings that best symbolizes this transformation.

However, its importance is not limited to becoming the tallest building in Mongolia.

By bringing together an international luxury hotel brand, premium residences, Grade A offices and high-end retail facilities, the project could create new flows of people, business and capital in central Ulaanbaatar.

More than the height of the building itself, I am interested in the following questions:

  • Will the residences be offered for public sale?

  • What types of layouts will be available?

  • What prices will actually be announced?

During my next visit to Mongolia, I plan to examine the construction progress, surrounding roads, vehicle and parking access, building entrances and any new information regarding residential sales.

Eco Tower One is a particularly interesting project for anyone watching the future development of Ulaanbaatar’s luxury property market.
